I do not want to install Windows 7 because for some reason Vista Home Premium runs much better than Windows 7 Starter Or Home. But what is best version or operating system for my netbook?

There are no drivers for Vista for your netbook.
there ARE drivers for win7 32-bit version:

win7 will run just fine if install drivers.
