I can run skyrim fallout and the hunter or high setting no problems even with mods and i was wondering if i could run something like planetside 2 i know its not a very well optimized game but maybe my computer could run it

If you can run Skyrim, you should be fine.

The games you described that you can run are all offline games and while yes you may be able to run the game graphically you need to make sure you have the internet capabilities to run the game smoothly. You can have the best rig but it will be brought to its knees in an MMO if you have an unreliable internet connection and low speeds.
