How to get my phone to connect to my PC?

I have an Android Z992 and a Lenovo that runs Windows 8. I used to be able to bluetooth pictures to and from either, and I could access my file on my phone through the charger cable, but now I can do neither. There's no alert when I try to bluetooth stuff. It just says transfer failed. When I try to access the files through the cord it says it can't access remote bluetooth files and that the device may be off, even if it's not. Is there a way to fix this?

Try using ES File Explorer instead. It's a great free app and includes a network feature for transferring files between phone and PC over Wi-Fi.
