I have a Lenovo z580 laptop and since a few days, I'm getting electric shocks whenever I touch the USB ports or the metal speaker grills. This happens only when the charger is plugged in, and doesn't happen all the time. While on charge, after a few hours of usage I get these shocks. I experienced this just now, I took out the charger plug from my laptop and tested it and found that some sort of current flow was there in it. But, this got solved when I unplugged the charger from the power socket and re-plugged it. Yesterday, I had my camera attached to my laptop and when I tried to pickup the camera, I got shocks from the metal part of the flash hotshoe in my camera. Can anyone tell me is this a problem of the charger or is it because of the power socket? And will this harm my laptop or any device connected to it, for example that camera?

Thats unusual and I've never heard of such a thing. Rather than even attempting to isolate the problem or fix it I would exchange it for a new one right away. With a potential safety issue I'm sure you would have no problems exchanging it.
You have a faulty charger. Don't use it and get it replaced. The isolation that a charger is supposed to provide has failed.
You are right to check out this problem, however another thought - Depending where you are and how dry it is you could be discharging static shocks to the metal because the item is grounded. This can be bad for the electronics very once in a while so try discharging static to another grounded item and them touch the electronics, if that solves it you know what it is. My dog does not love me when HE is the discharge point in my house, we raised the humidity a touch and it made a world of difference.
