I'm using the 695 combo plan which gives 4mbps up to 4gb. Recently i observed when i'm downloading any thing using torrent it gives a speed of max 180kbps even the seeders is above 2000. Before when i was using a private net connection of hathways it gave speed up to 4mbps when the seeders and leechers are above 1000. I was using a 1 mbps plan. Can some body tell me the reason and how to get increase the downloading speed?
I'm using a lenovo laptop and windows 7 in it.

Some providers consider torrents as unfair usage. They cap any they detect.
