Video feed back lags on Laptop?

OK when ever I edit a video or just watch a Youtube video my video feedback lags but the audio is fine? Here are my specs:

Processor: AMD E1- 1500 APU with Radeon(tm) HD Graphics 1.48GHz

Installed memory (RAM): 4.00GB (3.57 GB usable)
System type: 64-bit Operating system, x64 based processor

Pen and Touch: No Pen or Touch Input is available for this display

I believe it is your internet, not your computer. Try a video on windows media player, or VLC or whatever video player you have. If it works fine, when you go to watch a video on youtube just pause it and let it buffer. If the problem is offline too, contact the manufacturer.
