Why is my gaming pc so slow

Ok so i built this thing and i wana do some pretty hardcore gaming. (i'm not expecting ultra graphics)
I wana game on at least high and for some reason i lag alot. On a game called Rust. On low settings i get 80-100 frames per second (which is horrible because on my lenovo laptop i get like 120fps)

Also simple web searching or just going on google takes forever to load. (I DON'T HAVE ANY VIRUSES, JUST BUILT IT YESTERDAY

I don't think "Zackary" knows that in RAM, 4GBx2 gives the 8GB you say you have.
You have not said if you have a 32 bit or a 64 bit OS. Assume you have 64 with that CPU.
You might have a whole bunch of background programs soaking up RAM and CPU cycles.
You have not said anything about connection to monitor or what monitor is. Can't guess why video is not as fast as you expect because of that.

Your hardware doesn't seem to make a difference, judging by what you have. Therefore, the problem will lie in software. There are many, MANY things you can do to help performance. The best I can give is just simply open Task Manager and go to Processes and close windows you don't need opened. If you're not used to this, make sure you don't close 'explorer.exe'. Next thing is to go into Applications tab in Task Manager and right click on Rust and set the priority to high (I'm pretty sure you can't do Real Time though D. Hope this helps you at all.

I like your setup.
You might need to run programs that help setup your drivers for the ram and processor. Look at the instruction manuals that came with device to see if you find any installation discs or settings.
Try running a computer check to see if your computer recognizes all the hardware.

You need to do some overclocking to the max.

Since the RAM is 4GBx2, it means you installed one of them wrong, or a scratch could have damaged 2GB of the RAM, considering your actually high FPS with the game, which has a recommended 8GB. So, check each one for scratches.
