I would like to know if it is possible to run eclipse or intelli j for programming Java or C++ or JAVA script? Also how dependable it is for visual studio?

Assuming the PC is running a suitable version of Windows, has sufficient resources and you can find and install any applications that are needed, then there should be no problem.
For most languages you can write programs using Notepad. For compiled languages such as C, then you will need the appropriate compiler to produce the actual executable code. Some interpreted languages such a Python you will need to install the appropriate interpreter. For languages such as HTML and Java, then an Internet browser should be able to process the code but may need certain options enabling.

It's perfectly possible, why wouldn't it be?
Even cheaper models shouldn't have issues with running IDEs.
