http://www.phonearena.com/phones/Asus-Fonepad-Note-6_id7874

both have intel atom + 2GB RAM which is capable to run Windows 8

now we have tablets like Lenovo Miix 2 and Acer w820 which use Atom and have same hardware configs. As the two phones above.
what you think…

There are lots of ways to distribute Windows 8 apps, including through the Windows Store and through the Intel AppUp Center.

The Intel HTML5 App Porter Tool: If you have code in Objective-C from your iOS app, you can convert it into HTML5 using this tool, which recognises the most commonly used iOS calls and converts them into HTML5 code, delivered with supporting libraries.

Well there's a huge difference of Desktop OS and mobile/smartphone OS, because of its support, architecture and other reasons. Till now there's no Windows ported to any smartphone.

Yes, the Windows RT or Windows Phone can be ported to other smartphones such as HTC HD2 was ported with Windows RT then Nokia X ROM etc. Such devices can be ported but the Windows can't be ported to any smartphone.

As well as the Windows 7/8 etc is based on x86 or x64 architecture processors and the tablets and smartphones are on ARM based architectures so it is also another difference.

I think it can't.
