I want to start digital art and am purchasing a Lenovo yoga book which offers both Android and Windows as the operating system. I want to use adobe illustrator for sketches as well as occasional logo designs. I'm wondering which one between adobe for android or windows is better. This also applies to digital art programs in general

The Android versions are watered down with few options and less functionality than the Windows versions, and that applies to basically any program that has options for both operating systems. The only time it doesn't work that way is when the program started as an Android app and was ported to Windows.
The Adobe products for Android are nothing at all like the Windows versions… Use the Windows programs.

You have to go with Windows if you want to use Adobe products.
