While Android is Linux based, I don't think it normally has the drivers necessary for USB to Ethernet adapters. For example I have a USB to Ethernet adapter that works fine with a Raspberry Pi, which is a credit card size computer that runs Linux using an older version if the ARM CPU used for Android phones. But when I tried to connect that same USB to Ethernet adapter on a microUSB to USB adapter on my Samsung S3 phone, the phone did not see anything there and the LED on the USB to Ethernet adapter did not light at all.
Android does have drivers for other USB devices, for example it works with Logitech Unified receiver for wireless mouse and/or keyboard, or the wireless dongle for Plantronics headset using microUSB to USB adapter. But apparently they assume that you are going to use mobile data or Wi-Fi for networking and simply do not include drivers for USB to Ethernet adapters.
