Thanks in advance. Get a custom build instead of buying branded desktop if you are using for graphics purposes. Your budget is sufficient enough to build a rig.
Try to get i5 4th gen Quad Core, 12GB of Ram and if you are using Blender Cycles Engine for rendering purpose then get a good GPU. I myself using Nvidia GTX 660 and it gets my job done. Try to get the higher series of Nvidia GTX under to budget. For softwares, I will be using Blender, Krita, Poser, Gimp, Inkscape, Synig, Tupi 2D Magic, etc. An i3 for 3D modeling and animation? Can't recommend it. An i5 would be better. And getting that desktop is seriously impacting your budget.

You'd want to check Logical Increments and PCPartpicker.com for your area. Make sure you get a i5 or a i7, i built my beast of a computer for $1000 You should go to amazon.com and buy one with a cheap price compared to what stores will sale you for.
