Win7 starts directly without waiting for the cpu power switch to be pressed?

To switch on the computer first we have to switch on the mains. Then the CPU power switch.

My computer was working fine when it had XP OS. We upgraded to WIN7 Prof. Since then the WIN7 starts directly on switching on the mains without waiting for the CPU Switch to be pressed.

I'd guess the connector for the power switch has come unplugged, or the switch is faulty.
