Faulty IBM Lenovo ThinkVision 19 inches monitor (L194WD)?

I have faulty IBM Lenovo ThinkVision 19 inches monitor (L194WD). Of the upper part of the Monitor is washed-out /Fuzzy and of the lower part of the monitor appears to be ok. Can you please help me to solve this problem?

Added (1). I have the monitor on more than two computers and I get same results.

Have you tried the monitor on another PC. I would try that first so that you can confirm that the monitor is defo at fault.

I have seen this on a few occasions and the issue has been with the PC its self.
