How to stop my videos from lagging and being choppy?

I'm on a Lenovo Windows 8.1 PC, and just recently, out of the blue, all my graphics started acting up. It's worst on Netflix, but the problem also exists on youtube, facebook, and various gaming websites.

I've spent the last four days googling this problem and am at my wit's end.

The videos start to lag and go choppy, the audio goes out of sync, and a static-y crackling noise starts up.

I've done just about everything the rest of the internet has suggested; I have antivirus software, I've re-installed flash, I've enabled and disabled the different flashes multiple times, I've emptied my cache and my history and restarted my computer more times in the last half a week than in this past year.

Ok 1st thing do this test and post the results for download speed http://www.speedtest.net/...dtest.net/

2) Have you ever cleared your browsing data and cache this can slow your pc down alot and cause lag you will find all the information you need to do that on Google (its different for every browser)

3) does your pc have a fast enough prosser and ram to stop lag?

Check them 3 first if this does still not work let me know and we will run some more tests

Check if the browser is trying to use the HTML5 video player which doesn't work, look in the browser folder for a file ffmpegsumo.dll and delete it or rename it, when you try to play video the browser will say unable to recognize video format then flash will take over and play it anyway

Download speed: 3.69 Mbps
Upload speed: 0.92 Mbps

I have repeatedly cleared my cache and browsing data.

My processor is Intel(R) Core(TM) i3-2328M CPU @ 2.20GHz 2.20 GHz
RAM is 4.00 GB (3.86 GB usable)
System type is 64-bit Operating System, x64-based processor

Netflix has an option to opt out of HTML5 but when I tried that the problem immediately became worse than ever. Additionally, when I tried deleting the files it wouldn't allow me to do so.

I should have specified before that the problem seems to be only on Google Chrome. Would deleting and reinstalling Chrome do the trick?
