Your computer doesn't have a fast graphics card for gaming by any means but I believe it should at least do better than what you said. You should try updating the AMD drivers. If that doesn't work it could be something you are running on the background. And unlikely but maybe there's a bad setting on the driver control panel causing the slow down. It's hard to tell since I have a Nvidia graphics card and don't know what you are running on the background.

If the computer is slow at all tasks, then it might be a faulty Windows Update (they've been releasing broken ones quite often recently), or an actual hardware problem… At any rate, as a consumer, if you are not satisfied with a product, I always recommend returning it.

May you have some spyware or virus or malware got into your PC which may infect your system performance. Better get yourself scanned with some good antivirus software(antivirus.comodo.com) such that you can remove all the unwanted and harmful viruses that got incorporated into your PC. Then check for its performance, if it is still the same then think about returning it.

I bet it's updating itself. It's gonna have hundreds of windows updates it's doing in the background. When I re-install windows I turn the updates to manual and only let it install about 10 at a time so it doesn't kill my computer.

Use Task Manager to see what programs are using your CPU, make sure to click "show processes from all users. Then you click the CPU tab to sort it by CPU usage.
