You can manually create a recovery Disk.

Open Backup and Restore by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking Backup and Restore.

If you deleted the only recovery you had, nothing you can do but buy a recovery disk from the vendor.

You're going to have to call up the manufacturer and request a physical copy of the recovery media. Plan on spending $40-$60 for this. I'm afraid the Indian guy is confusing restore points and data backup with system recovery. They are different things.
