Yes, she definitely can. Just make sure she gets it with either Intel® Core™ i3 or Intel® Core™ i5 processor.

Ignore tyrion about the core i3 or i5 stuff, the sims 4 is an extremely lax game. Almost any computer from the past 3 years can play it.
Also, if she IS buying a new laptop ( and it sounds like she wants to keep the price down ) she should invest in a unit equipped with an APU. The reason is that intel processors without expensive supplementary GPUs are not very good as gaming systems, even for light duty. An AMD APU provides for a much more well rounded system ( can handle basics AND graphic applications ) especially at lower prices. This should be more than sufficient for $350:
