How to get Bluetooth on Windows 10?

Find if there's a "bluetooth " icon on any function key of the keyboard. If yes, press the corresponding key(or fn+that key) to activate bluetooth.
If there's no such icon, open Quick Settings & you will get bluetooth toogle or simply search the keyword "bluetooth" in the windows search box.

You have to download the bluetooth driver for your laptop. I don't know the DL site but you can try searching google for the appropriate BT driver based on your laptop manufacturer/specs.

All laptops these days have up to 3 network connections. These all employ power saving. The bios may also dictate that only ONE can be ACTIVE at any time, check your BIOS settings to see if any are permanently DISABLED. Then to turn ON other network, use your BLUE Fn key + the Blue ICON for the required connection. If you read your manual it will tell you how. See your F-keys for the blue icons.

Bluetooth uses it's own specific radio module, like Wi-Fi or 3G.

Not all laptops have a Bluetooth module fitted, in the same way that not all have 3G.
Bluetooth is far more common, but by no means guaranteed to be installed.

Does the laptop specification say that Bluetooth is a standard feature, or is it an optional extra?

If there's no bluetooth icon in the control panel, it may not exist in the machine.

You could go on to the Lenovo web site & see if there's a bluetooth driver for your specific machine.
That may give you some clues.

Read the manual and see if you actually have bluetooth for your model. Then check if it has a switch on the laptop itself that enables the bluetooth radio. If there's, turn it on. If it doesn't hit the start button and type "bluetooth" and click on the results that will take you to the bluetooth settings.
