The possible reasons may lie in the hardware or the software. As a start I suggest you connect it with a cable directly to the router. If that works then the fault is in the laptop Wi-Fi adapter (the laptop may be so old it does not even have one).
If the direct connection does not work then you have to consider whether you need to run the network wizard to set up the connection for the first time (can't be more specific without knowing which Windows version you are using).
Finally, it is also possible that the router has been set up to accept connections only from specified computers, so it would need to be reprogrammed to accept another device.
