Max clockspeed is 2.39 Ghz? But in Properties of my computer it says 2.40 Ghz is the max clock speed?

I use windows 8.1

I was checking my task manager and went to "CPU". It says Maximum Speed is 2.39 Ghz and then I check the properties of "My Computer" and it says the maximum speed is 2.40 Ghz? It wasn't like this until I made an experiment and did the following:

- Window+R (RUN)
- Typed msconfig
- Window appeared name "System Configuration"
- Went to Boot
- Clicked advanced options
- Checked the box "Number of Processors"
- Chose 2 (Cores)
-Restarted my laptop

That is all what I did and now I noticed task manager states that it runs maximum clock speed at 2.39 Ghz.

Also another question, how many cores does my laptop's processor have and how to use all of it?

It's 2.4 GHz. Even if it wasn't, .01 GHz makes virtually no difference in performance these days, but either way Windows is is just kind of funky with system info. If you use a program like Speccy, you'll get accurate info: http://www.piriform.com/...com/speccy

The i3-4000M is a dual-core processor with Hyperthreading for up to 4 threads. That doesn't make it a quad core though. The other two threads are virtual. Your PC will use both cores whenever a program can use them, or you'll have a program running on a core and then background stuff on the other. Windows knows how to schedule stuff on multiple cores so you generally don't need to do anything.
