My laptop randomly underclocks its CPU?

I have a Lenovo G480:

CPU: Intel Core i3 2348M 2.3ghz
GPU: Intel HD Graphics 3000
RAM: 4GB
HDD: 500GB
OS: Windows 8.1

Whenever I play games I noticed that my CPU RANDOMLY downclocked from 2.3ghz to 0.76ghz. Even though I only play Counter Strike Source which is not a power hog.

Is there anyway that i can force my laptop to use its maximum performance?

I already set the power option to High Performance by the way.

Your laptop has Intel HD Graphics 3000 graphics card, which is not meant to handle high end games. Therefore, whenever you play Counter Strike Source, it affects CPU performance

It's reducing the clock speed to save power. It is only doing this because it is keeping up with the workload. If it ran at full clock speed, your game wouldn't run any faster.

Exactly! It doesn't need to go full blast to play CS: Source so why should it waste power?
