1)Firstly make sure you have updated to the latest version of skype, go to the skype website and download the latest version
2)have you enabled the video settings? Have you tested the video settings in the skype preferences?

The usual problem is in their Skype setup [the person who can't be seen usually doesn't have the camera selected correctly in their computer]
