Pc not accessing full amount of ram?

My pc is 64 bit os with windows 7 home premium and I installed 2x2gb of ram but it says there's only 3gb of ram. I understand that 32 bit os can't access the full 4gb but mine is 64 bit and I've restarted 3 times

Even with 64 bit and 4GB of ram, some systems and the BIOS in those, reserve lots of ram for internal use. I have exactly the same issue with an older Lenovo desktop (64 bit Win7), put 4GB ram in it, and only 3.25 visible. I removed some video (shared) ram, and improved the system ram to 3.4GB.
Bottom line, it depends a lot on how the BIOS uses the ram, and if it has extra ram for use, it allocates that to BIOS (and on board video) use. Some older BIOS can't use over 4GB ram, implying the BIOS itself uses only 32 bit addressing. In that case, no matter what you do, you are stuck with 32 bit limitations, even though you have 64 bit Windows. Check the BIOS Settings for the Video Card.
