Why are lenovo phones sold rooted in the uk?

I'm looking to buy a Lenovo p780 but the only ones I have seen for sale in the UK are " rooted with google playstore installed" I would like to know why, and why they only seem to be selling the 4Gb version when I would like the 8Gb version.
