Added (1). I'm limited by both price and location, since I have a gift card for a specific store. I'm debating between 2 or 3 budget tablets. An Ematic for about $60 (avail with either Kitkat or Lollipop, but both options only have 512mb ram) or a Lenovo tab for about $100 (lollipop and 1gb ram)

Either eEmatic would be almost free with my giftcard. Is the Lenovo, while still a budget model, better ENOUGH to warrant spending another $40, or should I go for the Ematic since it's nearly 'free' to me?

Added (2). Additionally, if I were to go with the Ematic, should I go with the Kitkat or Lollipop? Typically, I'd say the newer one, yet I'm concerned about Lollipop running well on a tablet with only 512mb RAM?

Added (3). Update 3 - Another option is Galaxy tab 3 - it comes with 4.2 which I don't like going that far back in Android, but I think it can be updated to 4.4? Same price as the Lenovo.

Added (4). Sorry, another specification - the Samsung available is the galaxy tab 3 LITE, if that makes a significant difference in what you would recommend to me. I understand all these options will be lacking in some ways compared to higher-end models, but against each other, I'd like to see which wins out.

The Lenovo. More RAM is more better. Always.

Besides, Lenovo is a better brand than ematic.

I would go with the Lenovo or the Samsung.

You didn't say how much INTERNAL storage each has. I recommend you at least 8 Gb storage for phones and at least 16 Gb storage for tablets, and 1 Gb RAM for either.

However, if you don't plan to install many apps, an 8 Gb tablet might be OK (almost 5 Gb should be available for files and apps)

Also, the higher OS is better. Any tablet that will be stuck at 4.2 is too old since a minority of Android users use 4.2 now. 4.4 is the oldest OS I would buy now - however note that 4.4 will be the next OS to become little-used. If you can afford it, Android 5.0+, 1 Gb RAM and 16+ Gb storage.

Also, go to Amazon and read customer ratings/reviews on each tablet.

And DO NOT BUY any Android tablet that does not include Google Play. The Ematic may not come with Google Play and Google Services and that would mean you would be stuck using some third-world app store and would not have the real Google apps like Youtube.
