So I got this new PC (Lenovo E93z, Windows 8.1 64-bit) a few days ago and it has 2 graphic cards 1. AMD Radeon 8730A and 2. Intel HD Graphics 4600. Am not yet sure if there both running at the same time (but if there's a way to know please state it below). And if there not running at the same time is there a way to make them do so?

No, they do not run at the same time. The Intel HD is used most. If you right click an icon on your desktop you can choose which video card you want to run. If it's a game, you'll want to choose the Radeon.
