Calling all IT experts! Poor connectivity - I can't sit my exam

I'm not techy at all, hopefully someone can help.

I have to sit an exam, its a distance learning exam. I have logged in, and the website has assessed the connectivity of my system and it seems to indicate that I have poor connectivity. It reads:
"Status

Connection: 0.23Mb/s "

Can someone tell me what could be causing the poor connectivity? Is it related to:

1) Having too many files on my laptop?
2) Having a cheap laptop? It's a Lenovo ideapad 110, has HDMI, and says something about 3.0 (dunno what that means!)
3) The venue that I'm sitting in (I'm using my own laptop but I'm in a public library)
4) The numbers of people on Wi-Fi in the library
5) All the above
6) Other (please specify)

It's the Library's Internet. Find a better Hot Spot or connect from home. (Or at least from some place with better Internet speed.)
