Can this computer run Minecraft and Steam?

Probably about low settings. It is hard to know much about the newer Celeron and Pentium HD graphics.
Is there a reason you don't want higher performance for less money?

The Pentium N3540 should be Bay Trail HD Graphics.
The A8 has R5 graphics

Laptop Bay Trail should be similar, so it is not that the R5 6410 is good, but the Intel HD is bad graphics processing.

There are Intel HD i3-4030U laptops around at $350 that is better than the A8-6410 by a little bit.
I would not go lower than an A8-6410 / i3-4005U level in a laptop.
