Yes i think it can run it fine but how many fps is questionable.

You do not meet the recommended. So, you don't get top settings at 35fps.
You did not state the game, to give a chance to look up information.
You did not state the minimum, to do a manual check against it, rather the the automatic from a web site.

It is 100% impossible to know whether the game is playable, because information is missing.
Recommended vs your own, is not enough.
