How to turn mouse touchpad back on?

I have a Lenovo T60 Thinkpad. It has a toggle button in the keyboard which I usually use to move the pointer. The laptop also has a traditional mouse pad which has now stopped working completely. It stopped working when my laptop one day had a popup which said that it had successfully installed a new mouse, even though I don't have a separate mouse and didn't know what it was talking about. The touchpad hasn't worked since then, I guess it is disabled. How do I turn it back on? I can't find it in any of my devices.

Added (1). When I go into device manager, the only thing under mouse section is a PS/2 compatible mouse. I tried uninstalling that, but as soon as my laptop reboots, it automatically installs it again. I have Windows 7.

I would have just typed some troubleshooting here, but I'm not sure how comfortable you are doing these steps.

Function + F8 should toggle it:
Function = "Fn" in bottom corner of keyboard.

If that doesn't work, go to
1. Control panel
2. Hardware and Sound
3. Under Device and Printers select "Mouse"
4. Your pad should be in one of the tabs.
