70000? How about a you go over to BestBuy and buy the fifty that they recommend most. One of them is bound to work.
If you mean $700, I would go with an HP, an Acer, or a Dell that fits into the price range if you wanted to keep the computer at home or take it to school on seldom occasions. Macbook Pro will do just fine with your Programming, you can do virtual Windows also.

Buy a desktop. They're a lot more faster and powerful. I go with acer, they're a good price and not as annoying as dell and hp. You can buy bigger screens with desktop.

If 70000 is really your budget then buy both a laptop and desktop.
