Quad-Core Laptop is painfully slow?

I bought a Lenovo Laptop that came with a quad-core AMD A6-5200 2.0GHz processor with 4GB Ram

However since I've bought it I hate using it because while it runs games ok-ish, the operating system (Win 8.1) is so slow to use- Like when clocking on Chrome it takes 30 seconds to open and load Google. I know the clock speed it quite slow but no way should a Quad-core be this slow?
I have a 4 year old dual core i3 3.3GHz Dell and that is so much faster- clicking chrome it will open and load google pretty much instantly

I know how to keep Windows clean and virus free I'm no alien (Evident from keeping a 4 year old mediocre Dell in such a fast condition) I just wonder why this laptop is so painfully slow?

Anyways some benchmarks I've seen show it is about equal to a high end Core 2 Duo or low end Core i3. Although fairly slow it should not painfully slow (although that is subjective). Your desktop should only be about 30% to 40% faster on CPU intensive tasks.

Is it just slow loading web pages? It could be a wireless issue try plugging in by Ethernet and disable wireless to test this out.

Is it slow loading programs and booting? Try disabling all non MS services and all other startup items. Use CCleaner to disable Scheduled Tasks which do not show in MSCONFIG. Then reboot and see if that helps.

Try running a second opinion scanner like Hitman Pro or Malwarebytes just in case.

Did you just install a new anti-virus or did it upgrade recently? Some AV software can suddenly tank performance. Try removing it and see if that helps. If it does try something else like the free edition of Avast. Install with advanced options and uncheck all the optional junk.

Is it simply slow all the time and none of the above helped with constant lock ups and freezes. It could be failing hardware most likely the hard drive. If a hard drive is having problems Windows can become painfully slow.
