I have a new Lenovo Y50 and from time to time white lines start flashing horizontally across my screen. Is this a hardware or software problem? How do i fix it?

Its a hardware problem, take your laptop to some shop where they can repair it

Call the help desk and schedule a repair. You just bought it so it should be under warranty.
