How to access files on an android device from PC via Wi-Fi?

I can simply acccess my Playbook files via Wi-Fi with its IP, but it seems I can't do the same with my new Lenovo A319?

No you can't. However the app ES File Explorer has a Wi-Fi LAN file transfer built in.
