Computer Monitor Changing Colors and Doesn't Turn off?

Most monitors have a power cord. Did you try to disconnect it? If you leave the power off for a while, any problem stored inside it might go away. Then you can power it and try to run as normal.

It's just something that some monitors do - my father has a Dell monitor from 2003, and if the computer is off it constantly cycles through red, green, blue, cyan, magenta, yellow, white over and over again until you pull out the power cable.
It's not so much a problem with the monitor as a bizarre pre-programmed waste of electricity. Just unplug it from the wall when you're finished with it.
