I have a lenovo thinkpad t61 and if you know that piece of crap you also know that it's suffering from bad graphics card (nvidia quadro nvs 140M) it recently died and i got the black screen thing and got it reflowed so i downloaded ntune to underclock the graphics card to decrease it's temp and keep it safe for as much as i can so is underclocking safe? Should i do it to my graphics card? Would it help?

I don't think you should need to underclock it. You paid for the laptop to work at the speeds it came at, so why should you have to take extra precautions? If it overheats at its designed-for operating conditions, then it's been under-designed.
