Is it safe to use Maxthon cloud browser within win 8.1/ internet explorer?

HOMELAND SECURITY IS WARNING NOT TO USE I.E. DUE TO MAJOR SECURITY HOLE. THIS MAXTHON[ THAT I NEVER HEARD OF] WAS PRE INSTALLED ON MY NEW LENOVO DESKTOP COMPUTER.
