I've been playing some games like CS: GO, Garry's Mod and Chivalry Medieval Warfare. I know my laptop can run all these games on more than 30 fps

Added (1). My display is 1920 x 1080 60hz and i tried using fraps and razer gamebooster to tell me the frame rates. Both have shown 30 fps.
That's Odd With Your Specs, But Go Into The Settings Of The Games And Look For A Frame rate Limiter It Might Be At 30. If Not Then Change Up The Quality Settings And Se If That Helps. And If Still It Runs At 30 FPS Then Your GPU or CPU Might Be Bottle Necking The Other, Figure Out Which One And Then Just Over Clock The Bottleneck.
