You still fail to give complete details of what you connect.
You tell about some converter. But you don't tell what it converts and where you put it in the connection. A converter must be at the source--the PC. It can't be at the destination--the monitor. And you refuse to tell any details about some "converter" mystery make and model. Some can be hooked backwards but will not work that way. Only a few are bi-directional.
This means if you want to use a VGA port on the monitor, you must run a VGA cable to the monitor from a converter that has VGA out. The converter is plugged into an HDMI port or a DVI port.
No Nvidia GTX 1060 video card by any maker has "only 1 DVID port". All cards have more than one port. HDMI port of standard, mini, or even micro size, DVI-I with VGA port through a simple plug added, a DVI-D port, and one or more Displayport outs. Different makers with different models have different combinations. Since you absolutely refuse to tell what exact Nvidia card you have, and will not tell about all ports on it, no one here can absolutely do an accurate guess to help you.
If you use only HDMI port from PC motherboard to HDMI port on monitor with an HDMI to HDMI cable, you can't use the Nvidia Control panel. But if you buy a simple DVI-D to HDMI cable or DVI-D to HDMI adapter, you can connect the Nvidia GTX 1060 card out to the HDMI of the monitor. DVI-D is exact same video as HDMI video. Only difference is that DVI-D has no audio while HDMI does.
