I called Lenovo tech support for computer problem and had to pay a 70 dollar fee for the one time fix… They did not fix the computer problem.
Will Lenovo refund the 70 dollars?

Contact the people who run the payment method (credit card?) and dispute the charge.

I would imagine they would keep helping you until your problem is solved. Which begs the question, why didn't you tell them that it didn't work before you hung up the phone?
Also, make sure you Google search that phone number. Hope it wasn't a telemarketer.
