Why don't they sell laptops with no operating system on them in the usa?

When i travelled to korea last year, they were selling some lenovo, acer, samsung, lg, hp, asus, msi laptop models that come with no operating systems and they were like $200-300 cheaper than the window laptops even thought they had almost the same specs.

but here in the us, they always come with the windows unless you buy a macbook or an ubuntu laptop from a weird website. I just want to use linux or something and i don't want to spend a dime for microsoft. I know that i can erase windows and install linux on it but the manufacturers have already paid some money to microsoft when it is installed on your computer at the factory and i don't want to buy any of these products.

why don't they sell any laptops with no os in the us? Is there any law about it?

Building a Gaming Computer, would like a little

So i've always been kind of a nerd, and i've been wanting to build a gaming computer for as long as i can remember. I've been stuck with a Lenovo T61 laptop and am hating every second of it. Right now, i'm only running Garry's Mod, Minecraft and Heavily modded minecraft… Because that is all i can run. And my computer has trouble with those two games even on the lowest settings… I usually get 5-20 fps.

For my computer, i don't want the brand new top of the line tech that just came out, but i do want recent and impressive hardware. I'm looking for stuff that can make my computer run like a beast.
I'm willing to pay rather high but am more hoping for the mid-high range stuff.

i would like to be able to run simple (minecraft and gmod) and more high end games (Ghosts, BF4) quite easily.

In the process of building a new computer, and was wondering if you guys could help me out with recommendations. I have read up on a lot covering building a computer, but it still isn't quite clear. I know you have to match the hardware, you can't really just throw in any mother board, graphics card, and gpu. It all has to be able to work together.

And that brings me to the final problem and question, I can't seem to come up with a good build. My dad (A head IT manager) tells me to go with Intel, maybe an i6 or i7, but the interwebz tells me to go with AMD. My paps, says 16GB of ram should be more than enough, but i want to know what fellow gamers think.

My laptop won't start up completely?

I have a Lenovo Ideapad Y500 with Windows 8.1. I turned it on this morning and it will start up, but it keeps re-loading the desktop over and over. If I click on a program, it will try to open, but then the computer will re-load the desktop and the program will shut down. This happens about every 3 seconds (even in the windows 8 screen). I've tried restarting, locking and unlocking, and checking the task manager (the only program that doesn't close down?). I have a lot of Hhomework to do tonight and would really appreciate any help I can get!

Added (1). I tried checking all of the keys and that doesn't seem to be the problem.

How to change graphics card?

I have the lenovo y510p and I was wanting to know how to change or upgrade the graphics card. Right now I have the GeForce gt 750m w/ 2gb. My laptop has the ultrabay so I can take the one of the graphics card out and put in a cd rom. I heard that you could put in a better graphics card but only in the family of the graphic card. Since I have the GeForce gt 750m I wanted to change it to the highest graphic card in its family wich is the GeForce GTX 780m. Here is the link for the graphics card and its family.

So would I be able to buy a better graphics card and replace it?

Which laptop would be better for graphic design?

I've been asking a lot of questions and I apologise, but I really need to make sure I purchase a laptop that I know will work well for at least 2-3 years before I leave school and get a new one.

So I'm taking graphics at school and I really need a new laptop, I'll mostly be using 2D Design and Adobe Photoshop, however the laptop I have right now is fried and barely starts up.

The two laptops I've been advised to look into, were these-

And

I would appreciate it if you could give me your advice against which one would be better. I realise desktop computers are better, but I need portability which you obviously don't get with desktops.
