I bought a brand new Lenovo Ideapad like 3 days ago and when i plug it in it only charges to 50%. It won't charge any more than that no matter how long i leave it plugged in. It says, "plugged in, not charging" when i roll the mouse over the battery sign in the bottom right corner. I can return it within 15 days, is that necessary or is there a way to fix this?

With Windows 7, my Lenovo laptop had a utility that would tell me what percentage of the battery's original capacity it was still capable of holding.
But now I have Windows 8.1 on it and the version of the Lenovo battery manager that runs on Windows 8 does not give that information. I tried installing the old versions but it refused to install in Windows 8, or maybe it was Windows 8 that refused to allow it to install.
Anyway, is there any utility out there that will tell me?
