Charging over non-designated USB C?

On the Lenovo Yoga 730 there are two USB c ports on the side, with one designated for charging. However, if plugged in to the secondary port, the charge light still comes on and it charges. I'm wondering if this is a "feature" that could be useful or if is possibly damaging my device via an unexpected voltage coming through?

So, I know a thing or two about computers but not much more than that… I've had this little machine for a bit over a year now. The GPU is still fairly top notch for gaming today so no problem there. This system definitely seems under-powered with the 450W power supply as NVIDIA recommends at least a 500W supply, however it seems to run fine with no issues. My main question obviously is the RAM. I know depending on someone's use for the computer it can change. I'm really only gaming on the computer, so I know the GPU is responsible for most of that. Is the RAM worth upgrading to say Corsair Vengeance 2x8GB 3000MHz? Am I really going to see any difference with gaming? Also I'm not really familiar with Static RAM vs Dynamic RAM, should I pick one over the other? Assuming that the 450W power supply will be fine as well considering that I don't believe RAM takes a lot of Watts?
